This is a poor question. Buying a lottery ticket in hopes of winning more money would indeed fall under the definition of "gambling". And of all things, it's a state-run gambling agency.
In Las Vegas, it is legal (seems to be even encouraged) to gamble, but no lottery exists there, and to have one is currently illegal in that state.
It seems to me that whoever can earn the most money in the process of gambling maybe has some say in the matter. No doubt the casinos in Vegas do NOT want a lottery, and Ohio not having any casinos brings a lot more customers to the lottery.
Personally, each state should have both. So much money can be brought into a state by having both. Here in Oregon, we have the state lottery, Powerball, and Indian casinos ONLY. Company casinos are not allowed here, since we have a law where casinos can only be built on reservations. Oregon schools & the forestry dept. get money from both the lottery & these casinos to help them financially. Our economy here isn't the best, and we have a deficit, but I'd hate to see this state without the profits from both of these places.
Ohio should have casinos, even if they're only found on reservations (I'm sure there are some in that area) because it can draw a lot of money into the tourism industry, and could garner money for schools, if the casinos are feeling generous.
Or as my state lottery's motto is: "It does good things."

Lottery is allowed by law while gambling is prohibited. Lottery is a different kind of gambling which is allowed since it does not take so much time from a person and not burdensome in terms of money. On the other hand, gambling just like in casinos requires much money.

Cause the state makes a lots of money from lottery tickets, that go back into the state...whereas with gambling they do not see much of the profit.

cause every state has it's own laws and states make money off of lottery as they do gambling. so sometimes a lottery is the stepping stone to legalizing gambling but gambling has a bad connotation to the word.

Because the Nanny state has decided that its too dangerous to let us gamble, unless of course you gamble in a way that they make money from.
