"We do not believe Heaven to be a static state. Mankind will be restored to a state of perfection in which he retains his individuality and personality, yet he is devoid of all adverse traits which limit his unending progression towards God (i.e. since God's love and wisdom are infinite, there will be constant progression toward a deeper understanding of that love and wisdom), and this is seen as heavenly bliss. Heaven is the unending sea of God's love in which we are plunged.
Concerning those who have rejected the love and mercy of God (and by proxy his church), they will likewise be plunged into that endless sea of God's love, but because of their rejection and hatred, it will seem to them an unquenchable and eternal fire. In other words, God is love, and his love does not change, and so it is our acceptance or rejection of that love that will bring either heaven or hell upon us."
