During March and November of 1917 there was a series of accumulated events that served as spark for the collapse of both revolutions.

Do a mandatory vasectomy on every male child at birth while the circumcision is being done, that way having children later on will have to be a conscious as well as a financial decision.

This would put a safe and reliable stop to unplaned and unwanted children.

Sorry guys, a Visectomy is quick, safe and easly reversable while female sterelisation is complicated and can have many adverse effects.

I realize this may seem a little "Hitlerish" to some, but it is a lot more humane than the alternitive.
