This question is really disturbing. There is a belief that death deters people from evil. The 21st century is increasingly proving otherwise. How can you kill a man that is "dead"? That is what all terrorists are - "dead men and women". The average man on the street fears death; terrorists are not. Infact, they long for it. The more you kill them, the more others take their place. Otherwise, there would have been no terrorist by now. On top of this, they are not represented by a single nation where, maybe we will say, let's drop a few nukes and eliminate all of them for good. They are ubiqiutous - from Cape Town to Cairo; from Afghanistan to Argentina. They may exist in different names - militants, suicide bombers, militia, freedom fighters, warlords, seperatists, etc - but they are all killers who trouble the world and make it a theater of carnage. Where do we go from here? What can the rest of us the civilised world do? What can deter these blood-thirsty people?
