yep 1 man 1 vote but if this takes place in America the sheep could run a campaign to try to swing 1 of the wolves to vote with him by using scare tactics saying you know if you eat me then he is going to eat you later on. I am no threat to you he is and together we can take him. Then when the wolves fight each other the sheep will run away.

It is an interesting allegory demonstrating why there are no real democracies. The Founders of the United States were very familiar with this function of democratic mob rule and why they feared such a system of government. Therefore they established a written Constitutional Republic as a better form of government.
Certainly people vote for representatives who work within the framework of the written Constitution. The people have ultimate control by voting for those representatives. The people affect the process of government through the function of lobbying and through the function of petition. For the people to directly vote on issues is a form of mob rule.
