"SOME" Governments and terrorists are the same?????
The last two days the Israeli government killed 30 innocent civilians "10 children"..
The Us army in Iraq had lost more than 10,000 soldiers in Iraq.
The Terrorist attack in Egypt killed and injured more than 70 innocent.
So, i think both governments are supporting terrorists and terrorists are supporting governments....THEY ARE THE SAME!!!!!!!!!!!!!!!!!
BIN LADEN is the son of US in her war against formerly USSR ..Now, they use him as a propaganda in their reason for their war against terrorism........................................

There are governments who kill to protect their interests. They do that to protect their own value system or a threat to human values from a rogue government. The US attack on Afghanistan was an example.
There are terrorists who run countries as well who do that - Pakistan, Iran, Palestine are examples. These government do not kill directly. They train terrorists clandestinely and send them to carry out a proxy war. The Mumbai Bomb blasts of 7/11 are an example of state sponsered terrorism by Pakistan !

It depends if you keep a score card on each ones, and which governments are you talking about. I believe that are more murdering civilians in a country then what the government do. And also I am so tired how our USA troops are going to fight for our country on their own will and then you have ignorant people calling the government murders. No one put the gun on our men and women to do what they felt in their hearts to do. Support our troops ad the country they stand for!!! God bless America

There's no doubt at all that "terrorists" murder the most civilians and non-combatants. No doubt at all. In contrast, governments participate in wars and engage the military and civilian combatants of the countries to subdue the enemies. All decent law-abiding people should be able to distinguish between the two.

Interesting question. The term murder - how and when to use it. If any killing is murder then many governments are guilty, but I don't think they put their sort of punishment in the category "murder". Murder as it is probably defined like when you kill someone without juridical reason.
Being as I stronly disagree on government punishment as death penalty I can call it "murder" to make my point of disgust. The same we tend to see people that disagree with abortion do. It takes tha act a little further - placing guilt with the people doing these things.

What is the difference between governments and terrorists, anyway?
When they are powerless, they are called terrorists, once they get some power, they are allowed to call themselves governments.

governments, generally.
I don't know about governments like say, the Dutch or Swedish government, but on an overall average, governments by a mile. Funny though, the more a government harps on about terror, the more that government tends to kill.

Governments do not murder, terrorists do not murder.
Murder is a crime. This is a war. They kill people.
But to answer your question, the government.
