if there are no signs about u-turns, can i then legally make a u-turn?

If i accidentally run a red light and a camera takes a picture of me, they will send me a ticket soon, however, If i accidentally run a red light and a camera takes a picture of me, and there was a police officer behind me, does he/she have the right to pull me over and issue me a ticket?

Every night, after Porky's (a drive restaraunt like A &W) closes, the cops come to kick us out. There are no posted signs that speak out against loitering. Is it legal for the cops to kick us out?

I am in New Zealand, the mail was addressed to me, with the bank's logo on the envelope, no mistake could have been made. Please advise, as the result of this has caused me a lot of problems with family and I do not feel she should be able to get away with it.
