I think they have been framed; the police are probably under instructions to do this by some political big-wig.
The truth is the McCanns' presence and ongoing publicity in Portugal (while of dubious benefit to Madeleine - who is in all probability dead) has been very NEGATIVE publicity for the resort and for Portugal in general (which relies on the tourist trade).
This was one sure way of getting rid of the McCanns - subjecting them to this nightmare (utterly bizarre and unbelievable - they would have had to be extraordinarily stupid, not to mention have very thick hides, in order to linger at the scene of the crime had they been remotely involved) was one way of making sure they left.
Had they been serious suspects they would never have been released.
I think (and this is a personal viewpoint) it was not a wise thing to do, hang around indefinitely and get on everyone's nerves - but I can totally understand why they did and might do the same in their position. It does not however justify the behaviour of the Portuguese police and whoever’s behind this.
Framing them in this ludicrous way is totally condemnable - the poor couple have been through enough without being subject to this silly accusation. 25 days AFTER the event - please! Anyone could have put the "evidence" there and anyone probably did.
I hope the British consul in Portugal will issue a strong criticism of the way this has been handled, and the indignities these 2 unfortunate people have been subjected to, simply because they failed to leave when everyone would have preferred them to depart.
