I recently rented an apartment and have asked them to check this out a couple of times to no avail. Everytime I fill up the tub, theres sand in the bottom of it. What would cause this? Also, is this a health hazzard? What can I do about the complex not fixing it?

So when I watch it flush with the tank lid off, the chain lifts the stopper from the tank and the stopper stays lifted. The chain is loose in there, and jiggling the handle does nothing. I have to reach in there and tap the lid shut, and my problems are gone. How can I make it shut on its own? There is no obvious way to remove it, the stopper has two "arms" that are attached to 2 "pegs" that stick out of the side of the tube the water runs into.

Ok I had a dead outlet outside when I moved in to this house. It is an exterior plug built into the brick on the side of the house. Nothing will work when it is plugged into the plug, but when I took a closer look at it I realized that a voltage tester tells me that the outlet (which I already swapped out) is live. The wires test live that lead into it too. There is a live black, a white, and a Cu ground wire going into the outlet and a live black and a white that are capped together in the box.
