Wood flooring will best insulate your home. If you have if up of fthe ground it doesn't hurt to insulate it and fasten chicken wire under that to keep out critters like possumes or rats.
Concrete is harder to heat and more likely to cause condensation as it can not breathe.
If you have concrete it's bette to eiother strip it wiht 1x (1X4 OR EVEN 1X2) AND PUT an insulation sheet on that and than wood flooring. or at least a good thick tile .

It depends what is under the floor! Is the house built with a basement, crawl space, concrete slab?
If you have a basement or crawl space you can shoose whatever flooring you prefer. Good insulation should be in the walls, ceiling etc. If the house is build on a concrete slab, you would be better off with a good pad and plush type carpeting.

If you are interested in a hard surface floor (not carpet) the best insulating product is a cork floor. Cork floors are not the most common floor. They now come prefinished in different designs and some come in a click together format that makes them easier to install for the do it yourselfer. cork is one of the most insulating materials available and it has excellent sound deadening capabilities as well. Insulates a house from what? Sound, cold, heat? What is under the floor (cement,framing,sleepers,etc) too many variables to really be of any help. Good luck

carpet, but the dander in it sucks.laminate i would pick but if i hads any flooring i wanted in floor heat with TILE

wood,(I assumed he meant tile or wood or other...) with a carpet would also help,but overall wood is the best
