Need to have rulings.
Lexis Nexus is not giving me the results i need.
US department of justice website doesn't show rulings as far as i can tell. I'm really pulling my hair out on this one! I think i'm spending more time LOOKING for this info than i thought i would on the entire project.

There are an extremely high amount of exceptions to that spelling "rule". The "i" before "e" idea should be scrapped and never taught again.
