i'm an architecture student making my graduation project as a city hall, any good suggestions.? i'm planning for it to be a cutural place also as an administrative offices complex;

Your idea is a good one. City halls generally house the planning,permit, city maintenance, etc.

City Hall houses the Community Service, Planning and Economic Development, Engineering, Administration, Assessing, and Inspections Departments. City Council meetings are taped live at City Hall in the Council Chambers and most Board and Commission meetings are held in the Raspberry Rooms. The Raspberry Rooms are located on the lower level of City Hall.

At City Hall visitors can:

Buy a dog license
Pay a Utility Bill with a credit card
Homestead property
Purchase a building permit
Purchase yard waste stickers
Buy a parking permit

as I'm sure you know, the old style of most city halls was to build them to project a strong and official view of the government. lots of stone was used and they were generally built in the neoclassical model. however, like all things, the role of government has changed in our society, especially local government. therefore, I'd suggest a hybrid of strength and openness in the hall to project a kind of friendliness that people are coming to expect. due to the terrorism concerns, it is important to show the building as strong but there should be plenty of light and open spaces for visitors and workers. i would suggest even making it in a circular model with different modules for the different divisions, and make it so that visitors can easily access all parts of the building without going through too much visible security. government is starting to realize that it needs to be more open and transparent and this could help signify that. hope this helps.
