This is for the experienced webmasters and forum administrators.

I have a forum set up and am pretty flexible in what can be posted. It was originally meant to be like this one with less censorship and more freedom to express view.

So far there are only 40 or so members and only one has been posting. I know that most people won't post. That is just the nature of the game.

If you run a forum, what have you done to encourage people to participate in forum discussions?

OK i Have a question, How do you create a website? Like an actual .com website? But not those ones where you have to pay monthly for a domain. You know, like websites like yahoo or google, i dont think they pay monthly for their domain. Help?

I'm developing a site, and considering using paypal shopping cart and checkout. Cost is less than typical checkout systems, and the user doesn't have to have a paypal account. Just wondering if anyone has had good or bad experience with it.
