There are lots of cheap hosts out there (GoDaddy, etc...) where you can get a bare minimum site for under $25/year. If you just want to post a few pages, check out one of the "cheapies".
The problem with those types of sites is that it's not likely to get found by many search engines, and if you ever what to expand it...you pay through the nose.
If you just want to write information for others to read, try searching for a free blogger site...there are lots out there.
If you want a site that can expand into a business and has all the page-buidler tools, e-mail, newsletter, and traffic-building servcies included in the price, try out a service like SBI. See the link below for more info.

There are several steps involved. All websites are placed on servers (even small home servers) that serve the information to browsers.
The website information is in the form of HTML (HyperText Markup Language) that tells the browser (IE, firefox, netscape...) how to present it to the user.
So, you need:
1. A place to host your website
2. the actual HTML (or php, asp, java...) to present your information
3. A domain name of some sort so users can find your site.
Do yourself a big favor, get some begining books on HTML and web basics and just play around with it at home for a while. Then dive in to an easy type of site such as Yahoo 360 that gives you some free space.

You could always start out with something simple like with web hosting by setting up a Free website on GeoCities, which I believe offers some basic templates for you to choose from.
However, if you ever want to have a lot of control and be able to create better website, then you will need to move to another host. One which offers you the ability to use website design software like Frontpage 2003 or newer, DreamWeaver, and ect.
I started out on GeoCities, but then I moved to another host when I upgraded to Frontpage 2003 and they didn't support it. I had been using FrontPage 2000 before and it worked fine with GeoCities.
My website is still under development, but it's getting there.

You will need software to build a website. You can use MS Frontpage, Dreamweaver and there are a lot of free software you can download from the internet. Do a search on Yahoo or Google for "free web building software or free html software". You should find something that works for you.
One more thing, if you sign up with some hosting and register your web name with them, they provide free web-building software.

Go to www.e-learningcenter.com and choose free online courses, they have HTML and Dynamic HTML. It even evaluates your knowledge and gives you test and at the end you can print your certificate. Of course, there are other websites.

take a website-making class.
u basically have to learn HTML formatting.
i took a short class and it helped alot!
i use bravenet, but i hate it now.
i don't really do my site anymore.
