How to intice users to participate?

This is for the experienced webmasters and forum administrators.

I have a forum set up and am pretty flexible in what can be posted. It was originally meant to be like this one with less censorship and more freedom to express view.

So far there are only 40 or so members and only one has been posting. I know that most people won't post. That is just the nature of the game.

If you run a forum, what have you done to encourage people to participate in forum discussions?

Invite your friends. Some will only join in because you invited then but others will invite others ( just like orkut ) and then your forum will grow.
