I am contemplating having a website developed that functions similarly to frames, but I realize that technology is antiquated. What is the present day version of this?

Something with similar functionality as this site: www.3phw.com

Do you know an example of a website with whatever new technology currently exists?

Also, in a site like the above, do they need to get clearance from the sites they link into?

When I go to My Documents or certain folders under my C drive, some of the files are listed in black letters and some are lister in blue letters. What does it mean when they are listed in blue?

It presently takes over 2 minutes to get it to shutdown. I regularly clean and defragment the hardrive and use an antivirus programme and a firewall. Also I use Adaware and Crap Cleaner
Programmes and have System Restore on a low setting. Help....
