I am contemplating having a website developed that functions similarly to frames, but I realize that technology is antiquated. What is the present day version of this?

Something with similar functionality as this site: www.3phw.com

Do you know an example of a website with whatever new technology currently exists?

Also, in a site like the above, do they need to get clearance from the sites they link into?

iframes maybe?
or better still consider using AJAX.
I myself am not a web developer but I have heard so much noise about AJAX that I guess its worth checking out and especially since you seemed interested in new stuff, thought I would suggest it!

Regular HTML frames are still very much in use, because they provide a simple and easy to implement functionality.

You can also use iframes, which is frame within a document without having to create a frameset. You can also use scrollable divs where you heavily utilize DHTML. Here's a website that gives scrollable divs examples:

I would suggest that iframe might be the way to go. Regular framesets can also be used in this situation as long as you make sure to follow some guidelines.
