well a RAR file is an archive file used to compress data to save space it almost like a zip file but with a better compression rate. One of the most common files for opening a RAR file is a program called WinRAR. You can download the trial for there latest version at http://www.rarlab.com/download.htm but this is only a trial so youwoul need to purchase the full program to have some of the programs abilitys. After you have the program on you computer though you will be able to tell it to open your RAR files and extract them from the RAR to there expanded form to use them.

Rar Files are similar to win zip, which uses WinRar. WinRAR is a powerful archive manager. It can backup your data and reduce size of email attachments, decompress RAR, ZIP and other files downloaded from Internet and create new archives in RAR and ZIP file format.
you can go to this website http://rarlab.com/download.htm
download the application and you would be able to open your file

I hate RAR downloaded files. I wish everything could be played on VLC, real player, or divx.
AnyWinRAR decompression software will expand the .rar “archive” into full usable format on your drive.
“CD/DVD emulator” software will translate the bin, dat, and cue movie files to be a virtual CD-DVD optical drive.
One of three special movie players will be used to view the actual movie itself.
See the exact how-to procedure here... STEP BY STEP (don't skip any). Go to this link. I think you need two downloads. Winrar and Daemon Tools if you don't already have it. http://netforbeginners.about.com/od/peersharing/ss/playingbinfiles.htm
