i built a garage with a one bedroom apt worth 60,000 in debt 7 thousand to build it and have a credit score of 610 what is the possiblilitys of me getting a loan of a 100 thousand to in vest in other ventures

i am 49 years old, i have spoken to the pension companies and they wont let me have a penny.
i am emigrating to brasil and i need every penny.
it is no use to me here. as i wont be returning.
does anybody know how i can get my money.
also i have an endowment policy which expires in 5 years time,
its worth a bit as well. but if i cashed it now. i only get half its value. why?. and how do i get more.
is there a way of raising the cash i need with these 3 items.
any info to help would be not forgotton. thank you.

Is this federal mandate or a general bank policy ? Example, Bank of America has this policy. Maybe a banker could answer.

I am confused by all the media that says people can't afford their homes becuase they chose an adjustable ARM for a mortgage. Did they not ask what their payment could jump to? I understans some thought they could re-finance and now can't. Anyone have any thoughts on this?

Here's a snapshot of our situation:

One income of $1300-$1600monthly

checking: $1436.16
savings: $1288.36 ( About to buy a car for $1000)
($288.36)
On hand : $300.00

My hubby and I are just getting really serious about our finaces and are saving about 15% of our income right now. Our monthly expenses right now are about $1200-$1300 ...really pushing it. We are looking to try and put our money someplace with the least amount of risk for right now. And also I am a SAHM and are looking for ways to earn some extra money while avoiding childcare expenses. Does any one have a similar situation or some advice?

I had a friend who got a credit card especially for this kind of trip, how would I go about getting a credit card with a balance of at least $2,000? My credit is good, but whenever I get 'preapproved' for a credit card, it's always for a thousand dollar limit or less.

I have a retirement account with my old job and since I left I can no longer contribute to it, and there is a penalty for withdrawing from it early. Someone told me I could roll it over to an IRA then use the money if I wanted to put down on a house and there would be no penalty. Please let me know if this is true and if you know any other loop holes to where I can get the money and put it to good used w/o being penalized.

I cant get a straight answer from a teller or bank manager or policy pamphlet. I want them to tell me exactly what checks will be held, for how long and for what reason. The policies seem to be pretty vague, even though I was told by a teller that I am responsible for knowing the policy. I go to different banks and get the same conflicting responses. For example. One bank says, they will hold a check for an unstated number of days if the deposit is more than $5000, or if the account has been overdrawn repeatedly in the past six months or if they believe the check will not be paid. I ask them for the definition of "repeatedly", is it twice, three times? I get different answers from different people. I ask them who makes the decision, some people say it is a computer, some say it is the teller. I ask them how many days a check will be held and they say the decision is made at the moment of the deposit, they can't tell me ahead of time. Why won't they give me a straight answer?
