Is this federal mandate or a general bank policy ? Example, Bank of America has this policy. Maybe a banker could answer.

The general rule for checks is that they are stale-dated after six months. Many companies will print an earlier expiration on their checks in order to facilitate their own bookkeeping issues.
Please note, in many states there is no statute of limitations for cashing a certified check.
