In February 1917, in the midst of World War I, Germany sent an encoded message to the their embassy in Mexico, requesting an alliance with Mexico in the event that the United States entered the war as response to unrestricted submarine warfare. The idea was an attack on the southern border would keep the U.S. from being able to send forces to Europe. In reality, the British intercepted the telegram, decoded it, and published the telegram, inflamming passions in the U.S. and speeding their entry into the war. My question is what if that didn't happen.
Please try to give a plausible set of consequences, including how the war would have happened, with the alternate events given. Thanks in advance.
