Are there even kites in the NE of america, and are they even water birds in the first place?

Ive gone through all sorts of sea egals, gulls, really all the raptors i can think of. I just happened upon photo's of kites and the shape looked just like that.

White belly, slender sea-bird like wings, about three or four foot span, i think a brownish-greyish feathers, NO flight feathers at the tips of the wings, its very clean and pointy.

ANY IDEAS?

This is the fourth time ive seen this thing.

Iam in upstate NY.

I went to a party that got busted for underaged drinking, I'm 17. I didn't consume any alcohol that night and I did not supply the party nor was there when the police came. [They came around 1:30 a.m. and I left at 10:30 p.m.] I was threatened by one of my friends saying "We're going to tell the cops you're the one who brought all the alcohol, so you're screwed". I went in for questioning today. Would they have charged me after questioning? How long does it take to charge?

I'm going to post an answer her that was given in response to a question just a short while ago... The question was asked a tad on the tongue-in-cheek side (I believe... LOL) but at least one of the answers, (the one I'll post her,) gave what I would surmise was a serious and sincere response...

I don't have a great deal of information about it but it seamingly starts off that a man is found outside a sherif's office in America somewhere!(told you dont know much haha) he is seemingly covered in blood and they dont know if he has commited murder or that he has been a victim himself! Since christianity has begun, there has been a mass exodus of killings from east to west - seen from the crusades to the slayings of the red indians to the aboriginal chaos to indian occupation to bosnia to AFRICA. There has been no continent on this planet which has not felt the impact of christianity. And yet i get christians coming to my home to preach to me that it is a peaceful religion. So i ask you now; what do you think? does the bloody history show you its peaceful or vicious?

okay so there's this boy, right. he's my dad's friend's son. He likes me. (well he likes the way i look) when i seen him,,he hasn't rele got a chance to talk to me. He said hi once.

But, anyway. I didn't know he liked me,,until yEstErdAy. he gave my dad hershey kisses to give to me. This suprised me,, becuz im just at the age when boys are starting to notice me. And a boy never thought about me,,to give me anything before. And i never thought a boy would be attracted to me. Now he wants to talk to me AND im am a-hella-nervous!!
