Underrated? Hmm.....my hometown roots want me to say Sky Cries Mary. They're not exactly rock, per se, but they are awesome. I don't honestly know how widespread their music was/is, but they were huge in Seattle and were also one of the very few who truly put on a good show in concert. Their music is more...psychedelic and electronic in nature, and they started making that kind of music long before it became popular.
