I don't have a great deal of information about it but it seamingly starts off that a man is found outside a sherif's office in America somewhere!(told you dont know much haha) he is seemingly covered in blood and they dont know if he has commited murder or that he has been a victim himself! Please someone try and help me as it is driving me insane trying to think what it is called ?

Is it Fraility? written by and starring Bill Paxton.
Funnily enough, I saw that film on TV recently but missed the opening scenes. From what I saw though it could be the one you're talking about.
