Official figures this year put public spending per head in England at £6,762. But in Scotland it was £8,265 per head, a difference of £1,503.
Taking two cities Edinburgh and Sheffield this means the Governemtn spends about £650 million per year extra on services etc in Edinburgh and equalsums on all oher Scottish cities.
My guess is with £650 million pounds extra every year even Sheffield could become a city of culture, enterprise, tourism etc.
I am sure the poor people in the deprived areas of England are not aware of this.
