you would need to begin meeting world wide with the representatives of the sport you would also need skills in co ordinating on a national scale as well as Olympic and govt sporting co-coordinator connections, so as to be recognized internationally
you cant do it on your own that's for sure recruit experienced people from both a clerical/managerial and sporting roles
you will equally need capital outlay and a public relations representative I'm sure there is more

First you have to be an authority. Those types of sports compete in various venue. Go to that venue and win. Once you have won significantly, train people. After those you train start winning, you might be able to convince other schools to become associated with you. Get enough schools together and you could create such a body.

Without the winning, you are nobody. At best you'll be laughed at. At worst, you'll be challenged by some of the more psychotic groups out there. You definitely don't want that.
