I'm flying into Seatle for a day, then need to get to Vancouver port, to catch a cruise ship!

WHAT IS THE BEST WAY TO TRAVEL FROM Seatle to Vancouer Port.

We have until 2:00 PM to catch the boat the next day?

I was thinking, taxi to train to taxi to ship is best, what do you think?

I don't know how or if you gain citizenship. How does it all work. I have searched the web looking for answers and info, and have came up short on the info I'm looking for. Do you have to meet certain guidelines to be accepted? My wife had non immediate family there and I have friends who live there. They're are so many reasons we look to Canada.
