Escort services exploit a somewhat arguable interpretation of the law as only solicitation for profit from sexual intercourse is forbidden. Escorts are considered "accompaniment", not implying sexual intercourse de facto.
You have far less chances getting caught being a bad boy (or girl) if you use escort services at legitimate hotels or private homes than trying to hook up with the not so sexy lady standing on corner of St-Laurent and Ste-Catherine. (second is a sure shot at getting your licence plate being tracked down by the police)
That said, what the escort asks for her services makes it also illegal. A call to the local police station from a pissed off Concierge can get you in serious trouble. Many hotels do not tolerate girls from cheap agencies as they are more likely to be addicted and far more recognizable than the establishment's clientèle.
