If both the sound source and the listener are stationary, but there is a significant wind in between them, will the tone of the sound be affected?

This question comes from my experience standing downwind from a monotonal tsunami warning siren (I've heard it under normal circumstances and it does not change pitch) and hearing it change pitch during some high winds. I was facing the siren and it seemed as though the pitch got higher as the wind blew towards me. Was I hearing a wind-induced Doppler shift?

Not freezing rain, but regular rain. I looked at the current weather for Oshawa, ON, Canada. Temp is 27°F with "light rain", not freezing rain. How is this possible?

I always get this confused. When I see an "S" I'm thinking that means the winds are coming from the south and blowing toward the north...is this correct? Or not? Please serious answers only. Thank you.

maybe its the reverse of the ice age happening? Millions of years ago, the Earth was warm, with lots of land mass then came the Ice Age then everything melted and water flooded the land and caused separate land masses, then came the Dark Ages and now we're headed for another 'Warm Age'. All this of course has happened over millions of years but its only now we can measure tempature and see the ozone layer via satellite so...does anyone else think like me?
