how come when it is freezing temperature and there is precipitation it is rain instead of snow?

Well its really not rain, its freezing rain because its raining but freezing on contact with temps under 32 degrees. The reason why there is rain during freezing temperatures is because the upper atmosphere, its snowing, half way down its above freezing and falls hits the below freezing airmass and freezes on contact causing ice to form

As long as their is moisture in the air and a way for to rise and form clouds there can be snow even in tempeture lower then zero. So it depends on the moisture in the air and how many clouds is out.Because clouds is made out of water.

its too cold to snow.it can only snow between a certain temperature range not below freezing and not above water

Well.... I believe that the weather has to be kind of wet to be snow.
