We're installing an inground fibreglass swimming pool and the council is worried about pressure on the pipes underground. We aren't excavating as deep as the pipes so won't be disturbing them. Would the weight/pressure of a full pool actually be more or less than the existing soil?

What evidence is there for each/either???
How can you explain each/either???
