You can determine this by solving the simple conversion equation.

C = (F-32)*5/9

You want to know when they are equal, so substitute C in for F (or F in for C if you want, since they're equal) and then solve it.

C = (C-32)x5/9
C = Cx5/9 - 160/9
9xC = 5xC - 160
4xC = -160
C = -40

So, the two temperatures are the same at minus 40 degrees!
