The three is underlined to tell you which place you're rounding to, the hundred's place. Look to the right of that. If the number is 5 or more, make it one higher and drop every place after that; if it's 0-4, you leave it the same and drop every place after that.

So, that number is rounded to 0.44

The 3 is in the hundredths place. Since the 3 is followed by a 7 and 7 is bigger than 5, round the 3 up.
