Need reference to algorithm (Java or C#) that allows to decrease amount of points in chart dataset without losing much of statistical/visual validity

For example dataset may have 5000 data points, but I need to reduce it to 500 (10%)

before you say a big no consider this:
100 yrs ago people laughed at the idea of artificial satellites...
50 yrs ago people laughed at the idea of mobile phones...
do you want to laugh at this idea now and see future generations actually using it?

I will add details in this question please read all before responding, I will continue by writing continued between the singular thought, and I will state end of question at the end of the added details column if I am unable to submit this in its entirety then I will remove it.

Question = If C is the absolute speed of light, and with direct regard to our own measurements of distance which have been formed based upon our perceptions relative to ourselves, and our atoms size respective state of existence with in our universe.

Also based upon common sense given the fact that we know Light Quanta is pulled by gravity then the bending of light off of linear momentum around black holes would not be distorted space time, but bent light curving off of linear trajectory around the quantum singularity with direct respect to the quantum gravity of the quantum singularity.

They always shout about how "darwin denied evolution!!!(oh nos)", Which is total BS, btw. Don't they understand that it's not darwin we agree with, its the theory? Even if he denied it, evolution would still be the only theory of how life got here that makes remotely any sence.

There are two privately-run weather stations which specialise in forecasting whether it will rain on a given day. Weather station A is extremely accurate in its prediction as its prediction is accurate 60% of the time. The other station is not as accurate and its prediction is accurate only 30% of the time. So weather station A is 40% inaccurate at time and weather station B is 70% inaccurate at time. So does that mean station B is 70% accurate at time and station A is 40% accurate at time, taking that it will only predict if it rain and not rain. So which is the most accurate weather station that you will call if both station only predict it rains or not?

Just put that baby on a 30 image loop, 100% quality. She's a beauty. Kinda remind me of this other land hurricane earlier this summer:

Pick two numbers at random between 1 and 10 and call them a1 and a2. From the two numbers that you have randomly picked, form a series a1, a2, a3, a4, a5, … such that the next number is the sum of the previous two numbers i.e. a3= a1+ a2, a4= a2+ a3, etc. Finally, a10/a11 is 0.618 no matter what number you chose. Why is this so?

this is for a project at work. we would like to irragate a planting below an earthen dam using water from behind the dam. the surface of the water in the lake is 30 verticle feet below the rim of the dam and the planting area is 150 verticle feet below the rim of the dam on the other side. we have access to 6 inch draft hose and were wondering what pressure would be present at the planting site if we could get the siphon started? also the planting site is appx. 700 feet away horizontaly from the rim of the dam. thanks for any input. cameron
