White House officials this week have repeatedly declined to declare Cheney a member of the executive branch, instead characterizing debate over his role as an intriguing constitutional question.

White House Deputy Press Secretary Dana Perino noted that Cheney receives his paycheck from the Senate, over which he officially presides. But she refused to offer an opinion on which branch of government holds the vice president, saying instead that he has "legislative and executive functions

They could meet somewhere neutral like Sweden or Germany and diplomatically work towards a mutual consensus.

The Ayatollah is the highest ranking official in Iran. He is the Supreme leader above Ahmadinejad.

Shouldn't this be done before any declarations of war?

For Example - I would not only vote for but promote a Candidate with time and all the money I had - if he was tough on border control and actually started working on a fence . I would even work on the fence for free .

Would anyone do the same ? What would be something special a candidate could do , to get your vote ?

or is it possible that a truly independent examination could find fault with both sides?
This question is meant to hopefully generates some intelligent discussion from informed people.

Lets take into consideration 2 scenarios. The first is the Japanese attack on Pearl Harbor to declare war against the USA. The other instance is the islamic terrorists targeting the USA as an enemy, and eventually leading to 9/11.
If we honnestly examine both attacks from an independent view point, Pearl harbor, and 9/11, is one side all wrong, while the other all right?

Gee.... I thought Carter was a good and wise man beloved by all.

It seems that the people he works with are ashamed of him.

"Fourteen members of a Carter Center advisory board have resigned in protest of the publication of Jimmy Carter's book, "Palestine Peace Not Apartheid" saying that they could "no longer in good conscience continue to serve the center" based on both on the former President's assertions in the book and his subsequent comments made in promoting it. A bipartisan investigation by the Senate intelligence committee subsequently established that all of these claims were false -- and that Mr. Wilson was recommended for the Niger trip by Ms. Plame, his wife. When this fact, along with Ms. Plame's name, was disclosed in a column by Robert D. Novak, Mr. Wilson advanced yet another sensational charge: that his wife was a covert CIA operative and that senior White House officials had orchestrated the leak of her name to destroy her career and thus punish Mr. Wilson.

The partisan furor over this allegation led to the appointment of special prosecutor Patrick J. Fitzgerald. Yet after two years of investigation, Mr. Fitzgerald charged no one with a crime for leaking Ms. Plame's name.
