Could my Wife get a L Visa to America?

Im an American citizen and have recently gotten married to my wife who is Chinese. My wife and I have been together for over 4 years now here in China, and yes we do plan to reside here and not in America. My wife is 3 years older then I. My family in NY would really like to meet my new wife, and I was wondering if it would be possible to get my wife a L visa (tourist visa) to come home with me for atleast one month. Would it be an easy process? Thanks!

Approved petition for relatives - Relatives did not receive any letter mailed by embassy?

My relatives petition was approved and US embassy notified to them few times but they did not receive any letter that was mailed by the us embassy. The reason they did not receive any letter because US embassy of India changed my realtives name. The name US embassy send the letter to, no one reconizes my relatives by that name. US embassy closed their file according the immigration nationality act 213 (G). I wrote few letters to the US embassy in india and USCIS department but did not get any response. I don't know how their file could be reopened. Its not their fault that they did not receive any letter. Any suggestions would be appreicated. I have contacted congressman Frank Wolf,s office too. Which department will be the best to contact to reopen their file. Some of the departments telling me to refile the case. They waited already 19 years and don't want to wait another 15 years.

Should the U.S. Marine held by Philippines be turned over to U.S. Embassy in Manila?

This Marine was found guility in a court of law by the Philippines of raping a drunk Pinoy. The Marine has appealed this decision and the U.S. says according to a bilatrial agreement this Marine should be turned over to U.S. Embassy while awaiting appelate rulings.

USAID mailed me that I won visa lottery with winning No.all comunication do by e-mail can it be true??

I have received an E-mail from USAID he tell me that I won a US visa lottery with winning No.and tell me to veryfy through your contry's US Embassy and all communication he does through email not by post.What I should believe is right or fraud??
