My relatives petition was approved and US embassy notified to them few times but they did not receive any letter that was mailed by the us embassy. The reason they did not receive any letter because US embassy of India changed my realtives name. The name US embassy send the letter to, no one reconizes my relatives by that name. US embassy closed their file according the immigration nationality act 213 (G). I wrote few letters to the US embassy in india and USCIS department but did not get any response. I don't know how their file could be reopened. Its not their fault that they did not receive any letter. Any suggestions would be appreicated. I have contacted congressman Frank Wolf,s office too. Which department will be the best to contact to reopen their file. Some of the departments telling me to refile the case. They waited already 19 years and don't want to wait another 15 years.

Embassies don't change peoples' names. Why would they do that? If the notices were sent to the wrong names or addresses, it's because that was the information that the petitioner provided. If the petitions were finally returned due to lack of response (it takes several years to do this), there is nothing to do except file new ones.

i just do not understand how the USCIS changed your relative's name ? how can this be possible ? they have to go with the papers furnished to them ........?
i am trying to find an answer here ?
have you asked what happened to the papers that were to be delivered to your parents ?
this is just unbelievable !
(b) Abroad . When a refugee travel document is to be delivered abroad, it shall be forwarded to a DHS office abroad if one is located where delivery is to be made; other wise, it shall be forwarded to a United States embassy or consulate. The refugee travel document shall be accompanied by Form G-94, and shall be forwarded abroad by registered mail.
how about on humanatarian reasons .
(a) Form . Form I-131, Application for Travel Document, is used to request advanced parole based upon urgent humanitarian reasons. This same form is also used to request issuance of a reentry permit (see Chapter 52 of this field manual), or to request issuance of a refugee travel document (see Chapter 53 of this field manual).

(a) Expedited Approval and Issuance . Applications for RTDs can only be filed and adjudicated at the Nebraska Service Center, except as provided in sections 53.5(a) and (b) of this field manual. If an alien having an emergency situation which necessitates immediate travel presents a completed I-131 application at a USCIS office other than the Nebraska Service Center, the director or officer in charge of that office may choose to contact the Nebraska Service Center for instructions on how to accept the filing fee, fax a copy of the application to the Nebraska Service Center, and forward the application (including the requisite photographs and a copy of the fee receipt) to the Nebraska Service Center for adjudication, production, and overseas forwarding of the RTD.

the only thing i can think of ? is Humanitarian .rights .......perhaps ?
