where can i get stakeholders diagram of trafic accidents?

a car does not enter gear. Could this be due to lack of gear oil?

This car could be driven by putting off the engine and then putting in gear and then starting. To change gear was almost impossibe. I have now tried to do the same by putting it in reverse and starting but the battery seems too weak. Now it will not even come out of gear even when the engine is off.
