Drawing & Illustration

I am trying to learn anime and/or manga. I have been searching and searching and I haven't found a thing! I try learning from comic books, but for me, that's no use... I have looked on other websites, but there was so many things and it was so confusing! So if you know anything about manga and/or anime drawing websites, please let me know! Thank you soo much!

I got extra soft, soft, medium, and hard. I've done few charcoal arts and have huge success with soft. I decide to try out other hardness. I'm think about using hard charcoal for background and light shadow and start outline. Softer one for final outline, dark shadow, etc...

Would this be a good or bad idea?

You know the movie, sin city, how everything is either black and white, except for a few things that are vibrant colors, such as red or blue? How can i acomplish this on Adobe photoshop 7.0? I'm not asking for a step by step tutorial, although that would be cool. If you could just give me an idea, that would help. I want a pic to look like it was from sin city, with rain drops, black and white colors, as well as a vibrant red color. If you dont know what sin city looks like, it looks like this...

My mom can draw very well anime and other things. And so can all other females in my family. But I suck at it. Does this mean that I don't got the talent to draw? Or does it mean that I still havent discovered what i can do? Or...it doesnt matter if your parents can draw cuz its not genetics?P.S. My dad cant draw.
