How do i photoshop a pic so it looks like its from sin city?

You know the movie, sin city, how everything is either black and white, except for a few things that are vibrant colors, such as red or blue? How can i acomplish this on Adobe photoshop 7.0? I'm not asking for a step by step tutorial, although that would be cool. If you could just give me an idea, that would help. I want a pic to look like it was from sin city, with rain drops, black and white colors, as well as a vibrant red color. If you dont know what sin city looks like, it looks like this...

Open the file with the photo you have in mind and run it through the filter that makes photos look like line drawings. Adjust the tone, contrast, etc, to get the right balance of black & white. Add raindrops with the bubble brushes, smearing them so that they look like they're rolling down a surface. Use the flooding tool to add color to the white spaces, or brush it on manually.

an easy way would be to convert the image to grayscale and up the contrast. you can convert that layer to multiply, add another layer below it then color what ever parts you want with high opacity flat colors.
