Where can I find that new sparkly or dazzling clipart for free?

It's illustrated clipart but it has a dazzling or sparkling effect, really looks pretty.

Do you get paid for your work? Then pay the designer of that clipart for theirs. It is very mean to demand something for free when someone has put time, effort and knowledge into it.
