At haunted houses, they have lights that flicker as if there was an electrical problem. How do I do this? Can I buy a simple module? Can I make it? I want the randomness of these lights not a strobe light

If anybody knows what is happening now in art education world please write. I finished BA degree in fine arts. Now I am looking for art school or university or residence for artist, there it would be possible to have time for working on my art works, to find/choose my way of creating art. I'm talking about the exhibit that is on tour that consists of cadavors that have been injected with a plastic material and then moulded into actual life poses. The painting is of a man kissing a woman, and the man is floating in the air. (he may be blue) he painted it for her for her birthday, this much i remember from art class :) It's not "the kiss" by Galerie Wien. it may be german, probably from early 20th century, although that could be wrong.
