Are there any (indoor) ski slopes in the London area? Take your photo shoot there.
Or use styrofoam for the snowman and sift mashed potato flakes over your models. (Hey, it works.)

1-2 months...it still isn't going to be cold enough there to keep artificial snow from melting, even if you could afford the equipment.
So...be clever. For photographs, you could always use quilt batting, fibre-fill for pillows, or other like product. It's cheap, and will photograph fairly close to snow. (seek out craft store or sewing store) You're still going to have to figure out some sort of substrate to put this stuff on, and somehow make the whole thing stand upright....as well as set up the appropriate background to make it believable (or not). Maybe start with styrofoam spheres? and pin the batting/fibrefill onto the foam. If this snowman is going to be large... I'd consider a chicken wire substrate, and a glue gun or some sort of easily tackable adhesive to hold the batting in place.
Best I could come up with in 5 min.
Check out a DIY store? maybe there's something in the UK that's white/moldable lightweight and cheap??

go to a fancy dress hire place, hire a snowman. Go to the fake ski slopes, steal, or beg, or borrow some, if only for a day, other than that, polystyrene, can be made to look like snow, with the Right Photographer, angle, lighting etc. Other than that, go to a film studio . chat up a grip man there, and after a few drinks, you will have all the snow you need............

Check online for artificial snow. I haven't found anything (besides a snow machine company in California, not really convenient) at the moment, except a site on Dickens:
It always snows in Rochester with the artificial snow machine, unless the real stuff turns up!

I have seen this artificial snow on many websites, you just add water to these crystals and they expand, last untill you sweep them away or dig it back into soil. I really cant remember the website for sure, maybe firebox or i want one of those. ps maybe we might get the real stuff.good luck on your shoot.
