Like everything else, it requires practice and concentration.

try drawing any model from any magazine and draw an anime character... you will see that they have slightly different body proportions. When drawing try to measure where it is located by drawing a stick figure first and then add in some details. The clothes is always a challenge... try to study the clothes movement (the wrapping around the legs, sleeves, stomach, etc)depending how the character is posing... keep practicing.

Breasts are.. bleh. I haven't drawn a girl in a while but try to have some small,or large, circles in the area of where they should be.

The clothes are pretty simple enough to me. The ones I draw are more loose fitting so it just flows off,I add in creases here and there but I try not to over do it since it looks bad. Realistic wise, there are so many creases and folds on clothes it isn't even funny.

Practice. Really.

Observe other people's art or real life (I find that looking at other people's anime art is better because if you copy real life you have to 'translate' it into anime terms). My personal policy is not to draw oversized breasts or stick-thin bodies and try and keep it real. You can draw them as just a bit of a bulge at the side of the bodies near the shoulders.

I can't think of any anime that the boobs look real. Think silicone implants, you know; the Pam Anderson look.

As far as the clothes, pick up a book by Burne Hogarth, I believe is called Dynamic Fabric Drawing. (I could be wrong on the title.) It will help a ton!

Also there are some good tutorials on line.

ok from the pit of the neck(around the middle)draw a triangle, loonger on the bottom, half the length on each side
x
x x ok
now the bottom two corners are where the nipples are as the body turns so does the triangle to keep every thing proportionate with the figure the rest is up to you size roundnee etc. etc.
