Big lies are more easily believed!

So too, if a project is fouled up, is it usually fouled up beyond all recognition ?
(If it wasn't spectacularly fouled up, any residual desired functionality and desired reliability could easy be "hauled in", using the existing scaffolding of, for example, an unreliable system with slabs of functionality missing).
Did someone do this to Collins Australian submarine project ?
(I don't know, I'm merely posing the question).
