He was sent to the USA in early 1900 by the French government to find the reason why America was such a great and powerful country. After spending 3 years in the US, he concluded; America is not great because of its vast land, or rich natural resources, it is not great because of the wealth of its government or power of its military, but because they attend churches every Sunday, where they are told to love their neighbors and not to lie or steal and not to kill and be righteous......, His official response to the French government was; America is great, because Americans are great and when Americans cease to be great, so will America!
I need to know the exact date of this mission and the spelling of his name.
