He was sent to the USA in early 1900 by the French government to find the reason why America was such a great and powerful country. After spending 3 years in the US, he concluded; America is not great because of its vast land, or rich natural resources, it is not great because of the wealth of its government or power of its military, but because they attend churches every Sunday, where they are told to love their neighbors and not to lie or steal and not to kill and be righteous......, His official response to the French government was; America is great, because Americans are great and when Americans cease to be great, so will America!
I need to know the exact date of this mission and the spelling of his name.
Thank you for any help.

The man was Alexis de Tocqueville. He came to the U.S. in 1831 --though it was his own decision, not a mission for the French government.

Tocqueville published his views on America in a book called *Democracy in America* (volume one published in 1835, volume two in 1840).

But there's a problem with the specific qutotation you end with. The line, generally rendered something like "When America ceases to be good, America will cease to be great" is commonly attributed to Toncqueville. But there is, in fact, NO evidence he ever said it (or wrote it).

John J Pitney's traces the origin and history of this mistake his article ""THE TOCQUEVILLE FRAUD" (The Weekly Standard, November 13, 1995)
