9/11 happens, our Govt tells us who did it. We go into Afghanistan to find them, decide that we need to invade Iraq instead, because they need to have democracy. Next, the Administration opens secret prisons (to torture?) the terrorists. Now Bush wants Congress to rewrite Art 3 of the Geneva Convention, as if we even have the right to do that. What's wrong with this picture?
He didn't need Congressional authority to open secret prisons, until the Supreme Court ruled he must follow international law & abide by the Geneva Convention. He didn't need American citizens permission, to use our tax money to open & run the prisons. But he needs Congress to define what torture is? Could he be afraid of being brought up on charges for war crimes in the international community?
