Little watered down juices that are sold in small plastic containers. They are available in assorted flavors. It's like cups of Kool-Aid sold for a quarter. Usually found in the hood.

A quater water are those small juice drinks that children drink that come in different flavor and they sell them in stores usually the hood for about a quarter. I heard this term used in Philly.
