I would conject that it would be a nation, ethnic group, culture, belief group that is not able to fend for itself if need be. Modern examples could be the Darfur refugees who while being warred upon seem unable to cope or to fend or defend themselves, but, seemingly sit and wait for outside help. Another would be the Katrina refugees sitting "helplessly" in the superdome without lifting a hand on their own behalf. We could go further back and look at Cambodia decades ago when Pol Pot ruled without resistance, etc. Then there is the Mid-east awash in oil but little if any signs that the population is making any headway in getting into the modern world. What happens to them when the oil runs out?
